Born in 1964 in Newcastle Upon-Tyne, England, she received her BA from Middlesex University, London, UK in 1983 and her MFA from the New York Academy of Art, New York, NY in 2012. In 2011 she was awarded the New York Academy of Art Portrait Scholarship. Hay was selected to be the inaugural recipient of the Arts Foundation of Cape Cod 'Artist of the Year' award in 2022.
